Who We Are
We are a UK-wide consultancy providing procurement, commercial, cost value and management consultancy services to public and private sector organisations. Our focus is straightforward: helping clients run well-governed procurement activity, make properly evidenced decisions, and set contracts up for successful delivery after award.
Our primary offer is procurement and commercial consultancy, supported by cost value, contract management and optional quantity surveying capability where it strengthens the procurement or delivery outcome. We support clients across local authorities, central government and ALBs, housing associations, transport infrastructure, aviation infrastructure, utilities, IT/digital programmes, and private sector Tier 1 and Tier 2 contractors and suppliers.
Our experience brings together public sector procurement, infrastructure commercial management, framework and contract governance, and built-environment cost/value delivery support. This allows us to support clients not only at tender stage, but throughout the wider contract lifecycle — from strategy and route to market through mobilisation, supplier performance, commercial controls and delivery assurance. Toby’s updated CV supports the stronger public sector, IT/digital, framework and commercial lifecycle positioning.
Why Us
Director-led delivery
You work directly with senior consultants from day one. We mobilise quickly, integrate with your team by agreement, and keep accountability clear throughout the engagement.
Audit-ready quality
We build procurement, commercial and contract documentation that is structured, complete and defensible. This means clear governance, consistent evaluation discipline, and decision trails that can withstand internal review, external scrutiny and audit requirements.
Commercial and delivery focus
Procurement does not end at contract award. We focus on scope clarity, mobilisation readiness, supplier performance, cost/value visibility and reporting so contracts are workable, measurable and manageable in practice.
Public and private sector understanding
We support both contracting authorities and private sector delivery organisations. Our experience covers procurement, frameworks, infrastructure, IT/digital programmes, built-environment delivery and structured contract environments including NEC and JCT-aware governance.
Client partnership
We work alongside your stakeholders with clear communication and a collaborative approach. We align with your processes, templates and governance requirements, while strengthening control where needed.
Continuous improvement
We help clients not only deliver individual procurements and contracts, but improve how future activity is run. This includes practical SOPs, controls, reporting improvements and reusable governance tools that support better outcomes over time.
Our Approach
Understand the requirement and risk
We start by confirming what “good” looks like: outcomes, constraints, stakeholders, risk areas, commercial drivers and governance needs. We keep the approach proportionate to contract complexity and the level of assurance required.
Shape the route to market
We support route-to-market planning, procurement strategy and tender governance in general alignment with public procurement requirements. We keep delivery practicality front and centre, considering market appetite, framework options, risk allocation, timelines and downstream contract management from the outset.
Build clear tender documentation
We support tender packs that are easy to respond to and easy to evaluate. This can include scope/SOW inputs, pricing schedules, governance documents, evaluation frameworks and contract management expectations, with clarity on deliverables, responsibilities and performance measures.
Support evaluation and award with a defensible trail
We help clients run consistent evaluation and moderation, manage clarifications, and keep clean records that evidence how decisions were reached. Our focus is on transparency, fairness, defensible documentation and a clear audit trail from evaluation through to award recommendation.
Mobilise and manage performance
We support contract mobilisation and the practical controls that follow: KPIs, reporting cadence, supplier performance oversight, issue resolution, change control and commercial governance. This is where value, accountability and assurance are maintained long after award.
What We Stand For
Our mission is to help clients secure better value, stronger governance and better outcomes through robust procurement, commercial discipline and delivery-informed cost/value support. We want to be a trusted UK-wide partner for organisations that need dependable procurement, commercial and contract delivery capability, delivered with integrity, transparency and practical judgement.
We believe strong procurement is not only about compliance; it is about creating contracts that are clear, workable and capable of being managed successfully after award. That means building audit-ready documentation, making decisions that are properly evidenced, and keeping commercial control throughout the contract lifecycle.
We operate with a simple set of principles: act independently and ethically, produce work that is structured and defensible, focus on practical delivery, and support continuous improvement. These principles guide how we shape procurement strategy, manage governance, support clients and suppliers, and help organisations achieve better outcomes over time.
